Hornsea Three Offshore Wind Farm (“Hornsea Three”) has submitted a second Non-Material Change application (NMC2) to the Secretary of State (SoS) for the Department for Energy Security and Net Zero (DESNZ) to amend the Development Consent Order (DCO) that was granted in 2020. The DCO requires the construction of four artificial nesting structures (ANS) as a compensation measure for the potential impacts of Hornsea Three on kittiwake along the East English coast. At present, Hornsea Three has installed three ANS off the coastline of East Suffolk.
The proposed amendment seeks a change to the time period the ANS need to be in place from three full breeding seasons for two ANS and two full breeding seasons for the other two ANS, to three full breeding seasons for three ANS and for the fourth ANS to be delivered prior to final commissioning of Hornsea Three.
A copy of the NMC2 Application and its accompanying documents are available for inspection, free of charge, via the Planning Inspectorate’s website or the links provided below. Statutory and local stakeholders are invited to read the relevant documentation. Feedback on the application must be received by the Planning Inspectorate by 11.59pm on 12 February 2024.
